Included in this post you will have the most recently released list of lobbyists to the City of Jacksonville. I found it interesting that the list does not seem to include the names of many individuals and a former mayor who consistently lobby for a variety of builders, developers and large scale companies. Funny huh?

So, let me get this straight...a sitting Legislator can also serve as a lobbyist for another legislative body?

No, there's quite a few names left off...I'm sure it's an honest oversight...right? Oh and I have beach-front property to sell...okay, so it's in a quaint little place close to burning oil fields and occassional bomb blasts...:p

I've been scratching my head over this one, too. What is his day job? I actually don't know him at all.

There is no rule or ordinance or precedent that Dick Kravitz cannot lobby or appear before a client in city council meetings or with the executive branch of government. It may appear in bad taste but it is not illegal.:happy:

Actually, FloridaKYCol, the City's ethics code may be applicable to Kravitz depending on the circumstances.


Sec. 602.402. Disqualification of former officers and employees in matters connected with former duties or official responsibilities; disqualification of partners.

(a) It shall be unlawful and a class C offense for any person, who was an officer or employee of the City or an independent agency, after his or her employment has ceased, knowingly to act as agent or attorney for anyone other than the City or an independent agency in connection with any administrative or other proceeding, application, request for a ruling or other determination, contract, claim, controversy, charge, accusation, arrest or other particular matter involving a specific party or parties in which the City or an independent agency is a party or has a direct and substantial interest and in which he or she participated personally and substantially as an officer or employee, through decision, approval, disapproval, recommendation, the rendering of advice, investigation or otherwise while employed by the City or an independent agency.


(b) It shall be unlawful and a class C offense for any person, who was an officer or employee of the City or an independent agency, after his or her employment has ceased, to appear personally before any unit of government as agent or attorney for anyone other than the City or an independent agency in connection with any proceeding, application, request for a ruling or other determination, contract, claim, controversy, charge, accusation, arrest or other particular matter involving a specific party or parties in which the City or an independent agency is a party or has a direct and substantial interest and which was under his or her official responsibility as an officer or employee of the City or an independent agency at any time within a period of one year prior to the termination of his or her responsibility.


(c) Nothing in subsection (a) or (b) shall prevent a former officer or employee of the City or an independent agency with professional, scientific or technological qualifications, from acting as agent or attorney or from appearing personally in connection with a particular matter in a professional, scientific or technological field if the head of the unit of government concerned with the matter shall certify in writing that the public interest would be served by the action or appearance by the former officer oremployee.

do not apply to Kravitz. This is not a brief for Dick or an apology for him, just dont think this is a very important matter. He is within the law.

I would be much more concerned with people who do not register and who are seeking to lobby and influence legislation.

I have to see the city in its current situation. The lessons of pre consolidation have been lost it appears.:don't Know"

I just copied the whole section and posted it. Paragraph (b) would not be applicable to Kravitz.

It not only appears that the lessons of preconsolidation have been lost, this administration doesn't appear to even want to look for them to try to find them.

All sorts of people show up to influence Council on legislation before them who are speaking for non-profits, HOA's, etc who are not being paid to do so. This is legit.
