So, the question arises, what did Mr. Jabour receive from Mr. Brown as an incentive to "resign?" Mrs. Brown, some may recall, was the Incumbent who was termed out and was an early Jabour supporter.

I wouldn't want to paint Mr. Brown with that... just yet. I imagine it's the lever-pullers at the GOP. They were scared poop-less at the prospect of running Mrs. Graham. Or, to be more accurate, at their apparent inability to run (as in, control) her, based on what she's said about Craig Field.
Their lawyers were looking for a way around that eventuality, given the rulings from the Court. I don't think they've found one yet.

I was being sarcastic in that Graham clearly is not a GOP, good ole boy approved candidate. Otherwise, as Jimmy points out, they wouldn't be fighting to get someone else on the ballot.

One the first point, I imagine they promised him support in another race. Either City Council in 2011 or otherwise.
On point number two, I have no idea.
